History/Background: This project was split off from PID No. 82378, CUY Innerbelt CCG7 Jennings, involving replacing the IR-71 pavement, from approximately West 25th Street (US-42) to IR-90, in Cleveland.

• CUY IR 71 18.29 CCG7A PID No. 98063 - This project involves the construction of a deceleration lane on IR-71 southbound to the SR-176 exit ramp (location map and schematic plan). This project was split off from PID No. 82378, CUY Innerbelt CCG7 Jennings.
 
The project’s estimated total cost, provided by the sponsor, is $3,529,916. The estimated cost of preliminary engineering preliminary development (PEPD) is $141,440. The estimated cost of preliminary engineering detailed design (PEDD) is $24,960. The estimated cost of construction (C) is $3,143,516. The estimated cost of construction engineering (CE) is $220,000. The project will be fully funded with Major/New Construction funds for award in October 2019.

History/Background: This project is the result of analysis performed in 2014, of noise impacts of a project, currently under construction (CUY IR 077 13.80 CCG6B), which involves building a new longer bridge for Broadway (SR-14), over IR-77 and the reconstruction and modification of related interchange ramps. The analysis resulted in a recommendation for the installation of a noise wall along the west side of IR-77.

• CUY IR 077 13.80 Noise Barrier: PID No. 108455 - The proposed project involves constructing approximately 700 feet of noise barrier along the west side of IR-77, between Pershing Avenue and Czar Avenue, in Cleveland (location map).
 
The project’s estimated total cost, provided by the sponsor, is $300,000. The estimated cost of preliminary engineering detailed design (PEDD) is $50,000. The estimated cost of construction (C) is $250,000. The project will be fully funded with ODOT District Preservation funds for award in April 2019.

Staff Comment (Summary):

• CUY IR 71 18.29 CCG7A PID No. 98063:
o RECOMMENDATION - An operational problem exists on I-71 southbound at the exit to SR 176. Traffic entering I-71 southbound from I-90 and I-490 is able to exit to SR 176 southbound by crossing three lanes of I-71 in an extremely short distance. This is not the intended traffic pattern; ramps at the interchange were constructed to allow traffic from I-90 and I-490 to “fly over” I-71 travel lanes before continuing south on SR 176. Staff recommends that ODOT mitigate this problem with the proposed project by installing a barrier to prevent the movement of traffic from I-90 and I-490 across the travel lanes of I-71 southbound to reach SR 176 southbound.
