History/Background: The Ohio Department of Transportation (ODOT) pavement and bridge preservation program provides funding for the preservation and rehabilitation of the Priority, Urban and General System pavements and the state maintained bridge structures. The goal of the program is to maintain pavements and bridges at a relatively low and stable level of deficiencies where rate of maintenance and repairs can efficiently sustain the system conditions. For bridges, funding is provided to address deficiencies in one or more of the bridge condition categories (General Appraisal, Floor Condition, Wearing Surface or Paint Condition).

CUY IR 77 - 4.79 DECK: PID No. 105317 - The proposed project involves replacing the deck and painting the structural steel of the Wallings Road bridge, over IR-77, in Broadview Heights (location map).
The project’s estimated total cost, provided by the sponsor, is $3,300,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $200,000. The estimated cost of preliminary engineering detailed design (PEDD) is $100,000. The estimated cost of construction (C) is $3,000,000. The project will be fully funded with ODOT District Preservation funds for award in January 2022.

Proposed Source of Federal Funds: ODOT Major Bridge Program

History/Background: ODOT’s Major Bridge Program was established to help alleviate the high cost of major bridge projects previously funded by the individual districts’ bridge allocation funds. The program ensures the preservation of Major Bridges along with the general bridges throughout the state by allowing the districts to focus the district funding on general bridges while the Major Bridge program concentrates on the funding needs for the Major Bridges throughout the state.

CUY SR 14 - 6.93 WHITEHOUSE CROSSING BRIDGE: PID No. 104132 - This project involves rehabilitation of the Whitehouse Crossing Bridge on SR-14 (Broadway Avenue), over the Norfolk-Southern Railroad, in Garfield Heights (location map). The sponsor will prepare a life cycle cost analysis between rehabilitating the existing structure and replacing it.

The project’s estimated total cost, provided by the sponsor, is $33,700,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $200,000. The estimated cost of preliminary engineering detailed design (PEDD) is $1,500,000. The estimated cost of right-of-way (RW) is $1,500,000. The estimated cost of construction (C) is $30,500,000. The estimated cost of construction engineering (CE) is $500,000. The project will be fully funded with ODOT Major Bridge funds for award in October 2024.

•  CUY IR 77 - 4.79 DECK: PID No. 105317 -
    The Cuyahoga Greenways Bicycle Inventory shows a proposed bike lane on Wallings Road from West Ridge Road to Daventree Drive. Coordinate with the the Cuyahoga County Planning Commission concerning the need to widen the road and bridge to accommodate bike lanes.

    Consider providing sidewalks on both sides of Wallings Road, or at a minimum consider extending the sidewalk on the on the south side of Wallings Road to provide accessibility and future continuity.

CUY SR 14 WHITEHOUSE CROSSING BRIDGE: PID No. 104132 - It doesn't seem like this project will disrupt service of the 48 bus line. However, early coordination with GCRTA's service planning department is recommended.
